Search warrants reveal new details about the relationship between a Franconia man accused Wednesday of inappropriate relations with his underage tae kwon do students.

Quyen Vinh Phan Le, described in warrants as a 38-year-old resident of Franconia, allegedly used his position as the head of a Burke martial arts school, the Phan University of Martial Arts, to convince the female students to participate in sexual activity with him. Le’s alleged crimes took place between 2003 and 2005 with one minor, and 2007 and 2009 with a second.

Le has achieved national prominence for his tae kwon do training. USA Taekwondo, a branch of the U.S. Olympic Committee that governs tae kwon do, named Le the 2010 coach of the year.

He has been charged with seven counts of taking indecent liberties with a minor.

Le’s alleged victims, referred to as Victim #1 and Victim #2 in a search warrant affidavit filed by a Fairfax County Major Crimes Division detective, were allegedly students.

"Mr. Lee was ultimately able to convince Victim #1 that a sexual relationship would benefit her and assist her in achieving her goals as a martial artist," the affidavit reads.

Le allegedly wrote a note in Victim #1’s school notebook in January 2005, four months before they allegedly stopped sexual contact. The note references a break-up. According to an FCPD detective, Le admitted writing the note in an interview with police.

“January 1^st was the day things were going down hill/January 10^th You lost the man you loved,” Le allegedly wrote.

In 2007, Le allegedly began sexual contact with Victim #2, another student. They allegedly committed sexual acts in both Le’s tae kwon do school and in his Franconia home.

After he allegedly stopped participating in sexual acts with Victim #2, Le allegedly gave her a box and a note.

The note said that for Le, it was a tradition that “Once I have parted my ways from past relationships that I return the gifts that has been given to me.” The box contained birthday and Valentine’s Days cards that Le allegedly described as “from when you were young.” Le allegedly signed the note, “With all my past love.”

The box also contained what Le allegedly described as an “I Love You” ring that he wore for two years.

Police began investigating Le in June, according to the affidavit. On October 6, a detective interviewed Le at his business about the sexual allegations. Le allegedly told police that he had documents to prove the allegations were false, but he has not provided them. 

On October 25, police searched his martial arts studio, seizing pictures, cellular phones, CDs and DVDs and VHS tapes. A search of Le’s Franconia home the following day yielded, among other items, several camcorders and digital cameras, hard drives, CDs and a destroyed Panasonic tape.

Police also obtained a warrant to let them inspect the tae kwon do studio’s website. Officers believed the site would contain pictures showing Le teaching his alleged victims, proving that he had a custodial relationship with them.
