County Requesting Qualifications for Springfield Community Business Center Commuter Parking Garage

The Fairfax County Department of Public Works and Environmental Services is currently soliciting statements of qualification for the proposed parking garage in Springfield. The Springfield Community Business Center (CBC) Commuter Parking Garage will be where a surface parking lot is currently located at 7039 Old Keene Mill Rd. in the Springfield area of Fairfax County.

According to information provided at a public meeting in early May, the parking garage is part of Fairfax County's Comprehensive Plan and will be four to five stories with 1,000 to 1,100 commuter parking spaces.

The proposed parking garage may also include a bus transit center with three to five bus bays, a carpool pick up and drop off area, kiss and ride area, bicycle storage and passenger waiting areas and recreational facilities on the top level.

"This commuter parking facility has been on our radar screen for a long time and it’s good that we’re now able to move forward," said Lee District Supervisor Jeff McKay in a prepared statement. "It’s definitely a win-win opportunity for commuters, pedestrians and all of the local community. By encouraging car pooling, we make a dent in congestion at the same time that we further the revitalization of central Springfield.

"We may also be able to get some added benefits  if it’s possible to add community recreation fields to the roof—we’ll need to see it that meets our engineering and cost requirements."

The project also calls for a possible pedestrian bridge over Old Keene Mill Road in the future. However, the need for crossing is still being evaluated. The garage will be designed to accommodate the bridge in the future.

According to the Request for Qualifications (RFQ), some of the major skills required for this project include "architecture, civil engineering, structural engineering, electrical engineering, mechanical/plumbing engineering, HVAC peer review and commissioning, parking garage engineer/specialist, value engineering, cost estimator and security consultant."

A selection committee will review and evaluate submitted qualifications from interested firms. The Department of Public Works and Environmental Services will accept qualification submissions until 4 p.m., Aug. 30.
