Trial Date Set for Burke Tae Kwon Do Instructor

Quyen Vinh Phan Le faces a jury trial beginning October 15.

Quyen Vinh Phan Le of Burke's will be tried by jury in Fairfax County Circuit Court beginning October 15, 2012, according to court documents.

involving possesion of child pronography and custodial indecent liberties with minors.  The 38-year-old Franconia resident was released on $35,000 bond with three conditions for his release, according to the recognizance papers:

  • "Not to engage in teaching of minors without adult present."
  • "No contact with victims/victims mother."
  • "May not leave the Commonwealth of Virginia."

Le was released in May when he paid $5,000 unsecured for each of the seven federal indictments.

The Grand Jurors of the Commonwealth of Virginia indicted Le on three counts for possession of child pornography.  The three counts charge that, "On or about the 26th day of October, 2011, in the County of Fairfax, Quyen Vinh Phan Le did unlawfully and feloniously, knowingly or intentionally possess sexually explicit visual material utilizing or having as a subject a person less than eighteen (18) years of age."

In addition, Le was indicted on four counts of "indecent act with/child by parent."  These charges read:

  1. "On or between the 1st day of May, 2003, and the 31st day of May, 2003, in the County of Fairfax, Quyen Vinh Phan Le, a person over the age of eighteen (18) years, did unlawfully and feloniously sexually abuse [child a] a child sixteen (16) years of age, over whom the said Quyen Vinh Phan Le maintained a custodial or supervisory relationship."

  • "On or between the 29th day of June, 2004, and the 30th day of July, 2004, in the County of Fairfax, Quyen Vinh Phan Le, a person over the age of eighteen (18) years, did unlawfully and feloniously sexually abuse [child a] a child seventeen (17) years of age, over whom the said Quyen Vinh Phan Le maintained a custodial or supervisory relationship."

  • "On or between the 1st day of January, 2005, and the 31st day of January, 2005, in the County of Fairfax, Quyen Vinh Phan Le, a person over the age of eighteen (18) years, did unlawfully and feloniously sexually abuse [child a] a child seventeen (17) years of age, over whom the said Quyen Vinh Phan Le maintained a custodial or supervisory relationship."

  • "On or between the 1st day of September, 2008, and the 1st day of November, 2008, in the County of Fairfax, Quyen Vinh Phan Le, a person over the age of eighteen (18) years, did unlawfully and feloniously sexually abuse [child b] a child seventeen (17) years of age, over whom the said Quyen Vinh Phan Le maintained a custodial or supervisory relationship."
  • Assistant Commonwealth Attorney Brando Shapiro is listed as the prosecuting attorney. Peter D. Greenspun is registered as the defense attorney.

    Phan University of Martial Arts has closed its location at 9566 Old Keene Mill Road in Burke.  According to the school's website, effective June 1, 2012, its classes have been moved to U.S. Taekwondo College, 7839 Rolling Road in Springfield.
